NRPA is currently seeking an Advocacy Manager to join our Public Policy and Advocacy department.

The Advocacy Manger will develop and implement an integrated and comprehensive strategy to advance NRPA’s advocacy activities. This position will primarily focus on educating, training, recruiting, and growing NRPA’s advocate networks by conducting outreach to members, coalition partners, and other relevant stakeholders. This role will work in closely with the Senior Government Affairs Manager to coordinate policy activities that are in alignment with the organization’s strategic plan and the policy action needs of the members and key stakeholders.


Specific Responsibilities Include:

  • Develops an outreach strategy integrated with NRPA’s lobbying efforts to advance organizational public policy priorities. Elements of that strategy include recruiting, educating, and training advocates, and working with State Executive Directors and Presidents to further the NRPA policy agenda. Develops new and innovative means of advocacy outreach.
  • Oversees NRPA’s existing site visit and virtual meetings model for advocacy, including assisting in event planning, logistics, and on occasion, on-site staffing of Congressional visits.
  • Manages departmental advocacy outreach activities including preparing and overseeing development of advocacy materials and action alerts, including advocacy articles for NRPA publications, social media activities on advocacy issues, and maintaining updated with the relevant advocacy materials.
  • Collaborates with other NRPA departments to coordinate advocacy activities and informational briefings for NRPA senior leadership and relevant stakeholders.
  • Responds to NRPA member requests for legislative updates and provides guidance on national trends, funding opportunities for recreation, park and conservation initiatives and instruction on how to communicate NRPA priorities to Congressional offices.
  • Attends public and private meeting involving major projects to capture and articulate the measurable value of NRPA’s advocacy efforts to the maximum extent practicable.
  • Helps to build and/or strengthen strategic partnerships with organizations and community groups that will assist NRPA in meeting desired policy agenda outcomes.
  • Represents the NRPA Public Policy and Advocacy team at coalition partner meetings and prepares and delivers summaries of those meetings for the NRPA team.
  • Working with NRPA staff and potential outside consultants to ensure NRPA members are comfortable with advocating for their needs and legislative goals.
  • Provides administrative and scheduling support to the NRPA Public Policy and Advocacy team.

Minimum Qualifications: 

  • A bachelor’s degree in Political Science, Public Administration, Public Policy, a related field, or work history that proves a skillset that aligns with the needs of this position.
  • Demonstrated ability to develop and carry out advocacy activities. Knowledge of the federal legislative process is a plus.
  • 3 – 5 years’ experience in a similar role, non-profit field preferred.
  • Ability to communicate orally and in writing with a variety of audiences, including community advocates, members of the public and elected officials.
  • Understanding of complex strategic planning in nonprofit and government environments.
  • Ability to work with diverse people, communities, and cultures, with an understanding of cultural awareness practices.
  • Superior writing skills with the ability to translate complex issues into a level appropriate for the general population and policymakers.
  • Strong computer skills with proficiency in Microsoft Office (Word, Excel, and PowerPoint), web-based communications, social media, and some basic design software knowledge.
  • Strong commitment to NRPA’s vision, mission, and values.
  • Must be willing to travel from 2 – 10 days per year, or more if needed.
